Mr Madden gatecrashed the parliamentary inquiry into a leaked government strategy memo over the Windsor Hotel redevelopment, forcing the meeting to be suspended in farcical circumstances after walking uninvited up to the table for questioning.
The Opposition later accused the Brumby government of arrogantly orchestrating the events to avoid scrutiny.
Liberal MPs Gordon Rich-Phillips and Matthew Guy, National MP Peter Hall and DLP member, Peter Kavanagh walked out of the hearing in disgust, forcing the inquiry to be abandoned amid shouts and insults.
This came after Mr Madden's top spin doctor Peta Duke was advised by Attorney-General Rob Hulls to ignore a subpoena and not attend the hearing.
The inquiry was set up to investigate Ms Duke's media plan, which was wrongly sent to the ABC and proposed a sham consultation for the Windsor Hotel redevelopment.
"This is about me,'' Mr Madden told the hearing after he sat in Ms Duke's chair.
