It's a question of demand over supply: more parents want to send children to the Joyce Kilmer Elementary School than there are seats. Some of the neighborhood schools are extremely popular, so the supply falls short of demand, starting with first-year Kindergarten. There's also demand for the schools from outside the neighborhood, and officials have been struggling for years with questions of access, fairness, and quality.
