I can't do motion blur and velocity effects simultaneously in the timeline. Vegas crashed so many times I had to re install it.
Solution- I had to render the velocity effects clip without motion blur in another project, then drop it back in on top of the video bus track in the original project that had motion blur keyframes. Also the only file type I could get to work for that particular problem was a 3mbps .mov file. After all was said and done I did this half a dozen times for the sections with effects. The timeline has 1440 12mbps and 1280 3mbps footage mixed. i was concerned about the outcome but only a keen eye can see the blocking.Tough week of trial and error. Good thing this clip made me laugh too.
