There is an inherent conflict between a utility making profit by selling electricity and the same utility offering rebates to customers who decrease their energy bills.
The utility makes money by appearing to support but actually undermining energy efficiencies.
Therefore Hawaii transferred energy efficiency programs from HECO to a new Energy Efficiency Utility called Hawaii Energy.
