In 1977, Thi Pham Quy was working in his rice field in Quang Tri province when his hoe hit a cluster submunition.

He lost one arm and was injured in his chest and legs.
“I come here in the hope that all countries will join the treaty banning cluster munitions, that they will not
produce or use these deadlymunitions, and that they will assist the affected countries to clear contaminated
areas so no one will get killed and injured by cluster munitions in future,” said Pham Quy during a press
conference held in the framework of the Dublin Conference in May 2008.

Pham Quy is a farmer and the Chief Officer of the Commune Institute of People with Disability in his hometown.

He has been campaigning with Handicap international since 2008.
