This appears to be a newly mated pair of Eagles, and an unrelated immature. The female has still got a lot of dark in her head and tail, so it would seem she's just reaching maturity. She was feeding on something she'd found on a windy, miserable day. Her mate was keeping an eye on things around her, and the immature was hoping to sneak in and get a bite. She moved off the food a couple of times, and the immature moved in. She promptly flew at him and bowled him over. Not hungry, but not about to share, either.
