Really nice, but quite naive. You see, bigger problem than floods will probably be droughts. Example: Ecuador. People living high in the mountains used to drink water from melting ice from mountains, which, eventually, melted completely and now they have to move elsewhere, whole mountain cities are without water. And the other problem is that floods will go to sea and become salty... Well, anyways, we have to take action :)

i wonder if putting waste in plastic coke bottles (inc flood water) might shift the salt water / clean water balance and enable ship wrecked sailors to collect the bottles and drink the water within? or use the bottles to act as sea defenses in places suffering from rapid coastal erosion they last forever we could fill them with fresh river water and tie them together to form a soft defense for soft earth surfaces
