Major Tim Britt of the Alamance County Sheriff told county commissioners on Aug. 18 that federal law stipulates that an ineligible mother applying for public benefits on behalf of an eligible child is not subject to any reporting requirements to the US Bureau of Citizenship and Immigration Services. The State Bureau of Investigation launched an investigation of two employees of the health department for writing work notes for non-citizen mothers receiving neonatal care from the county. The US Attorney for the middle district of North Carolina declined to prosecute the medical director and nurse, and on Aug. 18 District Attorney Robert F.
