Well, it's actually your movie that needs an higher than average bitrate (at least 2Mbps according to StaxRip Compressibility Check)

Anyway, HD clips are treated differently on Vimeo (higher bitrate, still not enough for actual HD footage)
You should uprez @ 1280x960 and try a new upload (do not replace this clip: that feature is broken)
