Basically this is s a script that will import a list of numbers and use them as curvature values for a curve. In this case it's being fed with Sine values from 0-31 radians (roughly 10 cycles of Pi) resulting in an Elastica Curve. A linear increasing value is also added to give some distortion, otherwise the curve would be very regular.
