This documentary was made on the occasion of fifteen years of friendship between the Dutch municipality of Smallingerland and the Namibian municipality of Gobabis; a friendship which has served to jointly improve social and economic development, particularly for the inhabitants of the slums of Gobabis.
While making Dreams of Change, the filmmakers Jaap Ruurd Feitsma and Jelmer de Jong sketch the process of trial and error, of failures and successes. The documentary was used as a prelude, to start a discussion between many social parties during an international meeting on development cooperation. The film led to very various reactions.
The documentary was not made as a 'feel-good story', but rather to show the struggle between good intentions and disappointing results.
