John Norquist, president of the Congress for the New Urbanism, delivers the Paul Offner Memorial lecture on "The Wealth of Cities," for the Paul Offner Memorial Lecture series for the La Follette School of Public Policy. This annual lecture is sponsored by the La Follette School of Public Policy and the Urban Institute for the Paul Offner Foundation. Norquist a former Milwaukee mayor, Wisconsin state senator, state representative, and co-chair of the Wisconsin legislative Joint Finance Committee, is an advocate for changing federal U.S. transportation policy that locates Interstate highways through the core of cities, displacing neighborhoods, razing housing and commercial property and encouraging sprawl in rural areas.
