Have you called Nikon to check if that's a faulty camera?

My guess is that the shutter speed is clashing with the flicker frequency of the sodium vapour lamp (which uses an AC ballast, like a flouresecent tube, probably around 50-60Hz).

My other guess was that the shutter speed is too close to the FPS (maybe 1/30) but I dont think that would give the banding shown in your footage ... ?
