This is the fourth of twelve selections from a two-day risk communication course by Peter M. Sandman. For a list of all twelve, see psandman.com/media.htm.
The course focuses on "outrage management" -- how to reduce people's concern about low-hazard high-outrage risks. This selection describes three risk communication "games": follow-the-leader (when you're talking to an audience with no prior opinion); donkey (when you're talking to an audience whose prior opinion you're trying to change); and above all seesaw (when your audience is ambivalent, torn between the opinion you're championing and an opposing opinion).
