The Houston Police Department requires all convenience stores to register and meet certain safety standards (training, security cameras, signage, etc)
The law requires all CStore owners and operators to watch the video (sent to them on a DVD) and sign a statement stating they watched said video (the honor system)
The Dallas City Council recently passed a similar law in September and is preparing a similar video.
