EXTENDED VERSION: An ongoing project about residents of low-income neighborhoods in Houston who were marginalized by the state and federal government after Hurricane Ike. In addition to the constant threat of disaster, many of these residents are trapped in or away from their homes due to flooding after even a light rain. For decades the city of Houston has failed to upgrade infrastructure and drainage in some of the poorest neighborhoods.
