"Someone in upper management" should be held accountable for Goldman, Sachs & Co.'s recent missteps, such as weak fourth-quarter results and moving a $1 billion private placement fund in Facebook Inc. offshore amid pressure from the Securities and Exchange Commission, says Richard X. Bove, banking analyst for Rochdale Securities LLC.
