Since the completion of The Montreal Protocol in 1987, China has played a large role in the exportation and more worryingly use of R-12 refrigerants around the world. Cases of exports of 200 tonnes have been discovered in the USA, Italy and Germany. Manufacturers must be diverted into production of safer products.
