A coalition of unions offers a plan that would allow cities and towns to lower the cost of health insurance for municipal employees. Following efforts by Governor Patrick and local officials such as Boston's Mayor Menino to place the employees under the less expensive Group Insurance Commission--currently used for state employees--unions offer concessions for three years, but insist on retaining the right to collective bargaining over defined health care benefits.
