Here's some off the cuff thoughts about the current Helpstream UI. Issues:
1) Too much white space; use color and shading to create more boundaries.
2) You're bolding the links that probably don't need to catch users attention (What's Hot?, What's New?), and you're downplaying what they are probably looking for (Ask a New Question).

Also included are some screen shots of a quick and dirty mockup of how I would start building the UI for the end-user customer who is going to the "Support Portal" for help.
