Every year a team of horticulturists, community service workers and volunteers descend upon the International Rose Test Garden last Tuesday to top over 8,000 rosebushes. The next day, they do it all over again at Peninsula Park. According to the garden's botanic specialist, Harry Landers, the cuttings will be mulched and put back on the rose beds.
