Snow is rare in Seattle, so when the flakes start falling, traffic grinds to a halt and people take over the streets. In Capitol Hill, people grab sleds, skis, snowboards, surfboards, kayaks, cookie sheets, pieces of cardboard - anything that can slide - and head out, with beers in hand, for improvised winter street festivals.
