Where it is demonstrated that the social reforms triggered by the Great Depression (Social Security) and by the upheavals of the '60s (Medicare), are under attack by the sharks of both ailes of Congress (the two birds of the same wing of prey) - prompted, supported and fed by the mega-financial sharks of Wall Street and of the Military Industrial establishment.
And that is offending the sharks who eat to live, whereas the other characters in question live to eat and gorge themselves at the expense of others.
