National Civic League founder Theodore Roosevelt once said, "The foundation of every state is the education of its youth." In 2012, The National Civic League will focus the annual All-America City Award on communities that have developed the most comprehensive, realistic, and sustainable plans to increase grade-level reading proficiency by the end of third grade. 2009 All-America City winner Richmond, Indiana is a great example of how a community can come together and tackle this literacy challenge.
