Mill Creek, a small, protected body of water at Fort Monroe (in Hampton, VA) is considered by many local windsurfers to be a "beginners-only" venue, but it can (and does) deliver some great conditions for intermediate and even advanced sailors, as evidenced by the footage on this video (shot back in 2001).
