Finally found a way to shoot video in broad daylight with aperture control. It is a 'work around' the normal way the camera operates but it works quite well.
1. Set camera iso to 100 and aperture as wide open as desired.
2. Turn live view on
3. Push the DOF preview button while twisting the lens 2-3mm off (as if it were being taken off the camera body)
4. Live view will turn off while twisiting the lens. Turn it back on after it has been twisted 3mm off
5.Notice that the DOF preview has locked the aperture to the desired setting.
6.Hit record and then you are recording video as fast as your lens will let you in broad daylight.
The camera compensates for the light by floating the digital shutter higher than it is programed to- 1/800 and over I believe.
