The idea for GROUNDED was inspired by the 'ASBO Culture' that developed in England as a result of the crime policies of the government at the turn of the millennium. Anti Social Behavior Orders will be forever synonymous with Tony Blair's New Labour government as a failed attempt to regain control of the rising crime rates amongst young people who were blamed for 'terrorising' communities across Britain.

Developed from an idea by Jacqui Carroll, who also co-wrote, produced and directed the film, GROUNDED is set in the year 2009 where ASBO culture has taken a chilling turn. Riding high on a tide of fear, the recently formed Social Democratic Party have won the General Election by promising a final solution to the 'Youth Problem'.
 Headed by the Minister for Youth Affairs, Eva Hardart, the government proclaim a new scientific solution to eradicate anti-social behavior. They propose that by isolating the 'Anti Social Behavior Gene', identifying those children who are likely to be a problem, removing them from their homes and treating them with specially formulated chemical behavior modifiers in 'STEP' detention centres they will 'cure' these anti social youth.

The story follows Luke, a young detainee who has escaped from an S.R.U. He is pursued by the Guardians, who are a private police force funded by 'WonderKind', the pharmaceuticals company that have pioneered the therapy and run the STEP centres. Heading the pursuit of Luke is the psychotic Mr. Lizar played by Neil Bell (Shameless, Dead Man's Shoes). Luke finds himself on Saddleworth Moor where he is taken in by The Little Ghosts, a community of children who have evaded capture and detainment and live out in the country away from the CCTV and Guardian patrols in the city.

Like all good conspiracy thrillers, all isn't as it seems, and there are sinister goings on behind the scenes at WonderKind Pharmaceuticals and within the ASBO detainment centres. As Lizar begins to close in on his target the unpalatable truth about the UK's brave new vision begins to emerge...

Devised with a group of young people from Tameside in East Manchester, this dark thriller was REEL Mcr's most ambitious project and offers a stark warning about private prisons, pandering to media hysteria and the castigation of our youth.
