This is Puncturekit also known as David Osborne. This was filmed on Charing Cross Road on the 1/2/2009 in sub zero temperatures. But nothing seemed to stop this guy entertaining a crowd full of shivering onlookers, most of which were heading towards China Town to celebrate the Chinese new Year. This has got to be one of the most unique ways of busking, as when he's done he just turns the whole thing over and rides off home!!!!
