One of Bill Clinton's signature achievements was the "end of welfare as we know it." After a decade of successful welfare-to-work provisions, the new stimulus bill is being used to revert the welfare system back to the old failed model.
The full stimulus text is not available for viewing to members of Congress, who are expected to vote on it Friday, February 12th. What we do know is that what's already in the bill erases over a decade of progress.
