The CBC and the NYC Independent Budget Office co-hosted a public forum on where taxes are raised and spent in New York State.
At the forum, two new reports were released. The Rockefeller Institute released a report titled “Giving and Getting: The Regional Distribution of Revenue and Spending in the New York State Budget, Fiscal Year 2009-10”. Commissioned by the CBC, the report describes the amount of NYS taxes paid in each major region of the state and the amount of state government spending in each region. The IBO released a report titled “Tax Effort and Spending Effort across New York State” that assesses taxes and spending by the state and by local governments, relative to taxable resources in each of the regions of the state. Together the reports provide a comprehensive analysis of the fiscal relations between the state and its localities.
Rockefeller Institute Deputy Director Robert Ward and IBO Senior Economist David Belkin will present the reports, which will be discussed by these panelists:
