Paul Coe and Bob Maza set out the nature of the problem for Black Australia. The lack of services, education, health and housing produce an underclass in a 1st world country. Coe was centrally involved in the establishment of the Aboriginal Legal service and Maza in the creation of the National Black Theatre.
