In January of 2009, with a vote of 23-11, Lucca's local government passed a mandate prohibiting the opening of any new ethnic restaurants within the city's historic center. Rejecting claims of racism, city officials claimed they were trying to preserve their unique cultural and historical identity. In the spirit of gastronomic liberty, University of Georgia students decided to breach Lucca's walls to sample the forbidden tower of Turkish spiced meat.
