Phil Soltysiak just spent 3 weeks windsurfing in Tarifa, Spain. Though it was a cold winter in Europe, Phil still scored quite a few nice sessions. This clip is one afternoon at Playa Chika, in the city of Tarifa. The beach is the first place to get windy when easterly Levante winds arrive.
