e.g. China improves 20% energy effeciency by 2020
while EU reduces 80% below 1990 levels by 2030 (somehting like that)
In so doing, he encourages us to appreciate the policitical, culture circumstances and a deeper understanding of the usage of scientific model and how it shows the limitation of our undersanding in fomulating policies etc.
