This digital short was commissioned for the program "SWEN - The News Backwards", a program where different artists got to remix and create news packages. The program was created by Flame TV and this film was aired as part of the program on Channel 4 in 2001.

"Echelon" is The Light Surgeons journalistic investigation into the Menwith Hill US Airbase in Northfolk, which was in the news papers at the time, it is alleged that it has a large collection of radar and telecommunications devices on the base which are used for defense and also spying or monitoring commercial activity abroad to further American interests around the world.

The Light Surgeons were given access to a limited amount of ITN news archive footage, the rest of the footage and interviews were recorded on location near the base in Northfolk.
