This clip is from a March 7, 2012 hearing in Senate Finance on the Obama trade agenda. At the end of the hearing, Senator Ron Wyden and Ambassador Ron Kirk argue over transparency of the Trans Pacific Partnership Agreement (TPPA) negotiations on intellectual property rights. Wyden is trying to tell Kirk that people no longer will accept secret negotiations on IPR norms. Ambassador Kirk's arrogant response that is that not only will the negotiations be secret, but the administration will insist that they be called transparent, because they regularly brief "cleared advisors" (companies and industry lobby groups) under non-disclosure rules. Wyden is clearly emotional and frustrated by Kirk's stonewalling on the transparency issue.
