The Lord God is governor of the nations; he rises up and puts down. The LORD does all his pleasure in the earth. Although man lives in the earth, there is little he can do to thwart the governor of the earth, the Lord himself. It is here that this Lord, though knew the Patriarchs such as Abraham and of him he said "shall I hid from Abraham that thing which I do", referring to his visiting Sodom and Gomorrah. It is here we see that the Governor of the nation’s revealing to Abraham what he will do in regard to these cities for the "sins were very grievous" and had come up before God.
Moreover we also see the Lord dealing with Nineveh. We see him the first time sending Jonah to warn them of the judgment for their sins. At this Nineveh repented only to be judged later by a join national invasion some 70 years later. God's had is clearly seen dealing with the sins of the nations. It is here that man cannot do a thing about it, except repent.
