Alabama will require government-issued photo ID in 2014, upon preclearance from the U.S. Department of Justice under the Voting Rights Act. State Rep. Kerry Rich sponsored the bill and says it would eliminate voter fraud. Meanwhile, groups including the NAACP say the law would disenfranchise minority, poor, young and elderly voters.
