Although several major issues remain to be resolved, the basic outlines of a consensus on a new national health insurance system are emerging. Dan Carnese of the Silicon Valley Action Network spoke about the key elements of the new approach that have attracted agreement, as well as those aspects where the outcome is not at all certain. Special attention was paid to the inclusion of a publicly-run health insurance plan and how it compares to a single-payer approach.
