5. Council to recognize employees of Salisbury-Rowan Utilities for receiving the National Association of Clean Water Agencies’ Platinum 8 and Silver Peak Performance Awards for 2011.

6. Council to recognize employees of Salisbury-Rowan Utilities for receiving the North Carolina Area Wide Optimization Award for 2011.

7. Council to consider the CONSENT AGENDA:
(a) Approve Minutes of the Regular Meeting of November 6, 2012.
(b) Authorize the City Traffic Engineer to extend agreements with the North Carolina Department of Transportation regarding maintenance of signs (Schedule A), of markings and markers (Schedule B), of traffic
signals (Schedule C), and of the computerized traffic signal system (Schedule D).

8. Council to consider an application from Ms. Karen Littleton to operate a pool hall located at 125-127 East Innes Street:
(a) Receive a presentation from staff
(b) Hold a public hearing
(c) Consider issuing a permit to operate a pool hall at 125-127 East Innes Street.

9. Council to hold a public hearing regarding Salisbury Transit System’s proposed service improvements to include providing service to the Lash Drive Community, scheduling changes, and increasing service to Rowan-Cabarrus Community College:
(a) Receive a presentation from staff
(b) Hold a public hearing
(c) Consider approving proposed service improvements.

10. Council to consider appointments to the West End Steering Committee.

11. Council to consider appointments to the Parks and Recreation Advisory Board and the Salisbury-Rowan Economic Development Commission.

(a) Rowan/Kannapolis ABC Board Audited Financial Statements ending June 30, 2012 and 2011.
(b) First Quarter Goals Review.

14. Mayor’s Announcements.
(a) The Holiday Caravan Parade will be held Wednesday, November 21, 2012 beginning at 2:00 p.m. in Spencer and 3:00 p.m. in Salisbury.
(b) Downtown Salisbury, Inc. will host Holiday Night Out Friday, November 23, 2012 from 5:00 p.m. until 9:00 p.m. in downtown Salisbury.
(c) Centralina Council of Governments will host a CONNECT Our Future Open House at the Salisbury Civic Center Tuesday, November 27, 2012 from 4:00 p.m. until 7:00 p.m. The purpose of the open house is to identify those qualities and characteristics that each community values and wants to preserve for the future, as well as the challenges the community and region face. Input received in this first phase will help guide work on Centralina Council of Government's CONNECT project.
(d) The Salisbury Parks and Recreation Department Tree Lighting Ceremony will be held Friday, December 7, 2012 at 6:00 p.m. at the City Park Lake. The public is invited to attend.
(e) The City of Salisbury is seeking citizens who have an interest in serving on one of the City’s Boards and Commissions. Seats are currently available on the the Parks and Recreation Advisory Board. Council is also seeking citizens to serve on a Committee to study Nuisance Animals. Information regarding the Boards and Commissions and applications are available online at under the Boards and Commissions tab. Applications are also available at the City Clerk’s Office located at 217 South Main Street, or by calling 704-638-5224.
