While there's nothing in the guidelines that say fair use is okay, there's nothing that says fair use isn't okay. It's a use your best judgment call. And I think the Vimeo staff and Wreck & Salvage are informed and educated enough in copyright and fair use to feel like our work is publishable here.
Check the help forums for other examples and people asking about what is allowed when it comes to tv and film footage. There are some solid examples and staff responses to them. I'd recommend posting there or contacting the staff directly if you want a response to this particular case.
We've been making and posting work here for over two years now. Remix videos make up a very, very, very small percentage of work posted here so I wouldn't worry about it taking over, whatever those concerns are. I'm glad people like us, Eclectic Method, and others producing creative work in this unique way are able to have a voice on Vimeo. That's what Vimeo is all about.
And I promise not to narc on you to the RIAA about using copyrighted music in your videos. ;)
The track from my music video was authorized by the rock band team for us to compete in the competition and post it online. The music in the other videos wasn't authorized in any way but it was credited. If I was told to remove the track, I could without a problem because my video work can stand alone. Those videos of mine were also not publicly supported by vimeo staff and that's the source of my main argument.
If they support your work, the rules should be modified. If they don't, it should be removed from staff picks and they should no longer publicly comment on how they enjoyed it nor should they support any of your videos in the future.
However, they did say, under Content Policy: "No videos that are just compilations of scenes from TV or movies." That doesn't seem open to interpretation to me...

So you don't agree with fair use? Fine, your choice. But you can't take your personal opinion and definitively assert that it cannot be posted under the Vimeo rules.
Why do you take it for granted that a news broadcast should be the property of the news network. THAT was "decided in a lawyerly way" as you put it, but you don't have a problem with that. Our society does not run on universal truths, but legal norms that attempt to balance interests. If you want society to enforce the rules that have been made up about copyright, you cannot pick and choose which ones you like. It's a package deal.
Laws give big business the rights to their broadcasts, and the same laws provide exceptions for fair use. Don't quote the law and then dismiss it.

BTW, I love remix culture and this remix in particular. It's great to see how a little remixing highlights the message of Glenn Beck. I canceled my cable three years ago to force myself to learn more about consuming video over the web. Once in a while, when I am at another person's house I tune into Fox just see how absurd it has become. This remix brilliantly sums it up in a couple of minutes.
And to think I was about to give Vimeo money for a Plus subscription...

P.S. A suggestion: Consider brushing up a great deal on grammar and proper usage - no matter how good a point you make, people will discount it because it sounds so unintelligent. I won't go into specifics (there are many), other than to point out that divulge = to tell or to make known - I think "delved" may be the word you were looking for.
