Pat Foster, treasurer of the Michigan Election Reform Alliance gives testimony to the Senators in June, 2007 of the results of his unofficial count of the Secretary of State's race. At that time, the only way of ever seeing the actual ballots was during a recount. Pat Foster had been made a part of two different recounts, and he counted 4 races and gave testimony that the Secretary of State received anywhere from 3% to 5.5% more votes per the official totals then the actual ballots showed. Please look at the concern on the faces of the Senators as testimony is given.
