HOPE VI, a national program designed to transform dilapidated and distressed public housing developments across the country, made landfall in New Orleans immediately following Hurricane Katrina in 2005. Thousands of public housing apartments were closed off, with residents' belongings still inside. This short video depicts the struggle between the government's vision and the displaced former residents' vision for the revitalization of their communities.
