As thousands of public housing apartments are demolished nationwide, they are being replaced by a private rental voucher program called "Housing Choice Vouchers" or Section 8. These are portable rental assistance vouchers that the government says provide low-income families with "mobility and choice." Using post-Katrina New Orleans as an example, this short video explores if the program is meeting the needs of low-income families.
