Richard Elmore is the Gregory R. Anrig Professor of Educational Leadership at the Harvard Graduate School of Education. With colleagues at Harvard, he launched the Public Education Leadership Project (PELP) designed to create and disseminate knowledge on how to manage urban school districts.
