Twixtor has always been the best plugin for NLE and effect software, but runs around $600 for the pro version.
After Effects 7 Pro had the "Timewarp" effect that some claim is better than Twixtor.
Either way your looking at expensive software and the quality of the video shoot itself needs to be nice and smooth for the effect to do its job.

Our FX editor used After Effects. There is not a special preset to apply. Looks like he used camera, mask, animated position & scale, and motion tracking, which are part of AE, these are combined in several layers, along with a still shot of the trees. You can do a lot with AE.
Videocopilot.net has some great tutorials you can check out. We used Final Cut Pro to edit the video.
