Her ne kadar bazı insan kendini tanımlarken ülke ve milliyet kimliğini en arkalara atsa da alıştığımız ve ait olduğunu düşündüğümüz ve kendimizi yakın hissettiğimiz bir gelenek kültür ve dil topluluğu vardır. Geleneklerine ve kültürüne kendini yakın hissetttiğin insanlar ve ülke senin nispeten evindir. Devlet ise senin haklarını savunan ailendir. Karşılıklı saygı ve yasaların getirdiği gerekliliklerle birey ve devlet yükümlülüklerini yerine getirir. Devlet sahip olduğu bireyi yok sayar ve ötekileştirir mi? Eğer öyleyse birey bir süre sonra kendini hala evinde hisseder mi?

Der Staat und seine Gemeinden haben die Verpflichtung untereinander, erlassene Gesetze zu respektieren und zu beschützen. Das setzt aber den Willen und Engagement voraus. Kann ein Staat die Souveränität des Volkes ignorieren und es Bevormunden? Wo ist die Grenze ab der ein Zuhause zu einem Gefängnis wird?
