Plus this is the video I was talking to you about in Scranton. It seems the train hits a pool of water or some object as one can note from the spray or mist that comes from the tracks.

The puff of dust you see at around 33 sec mark is the dust kicked up by the powerful traction motor blowers of the loco as it passes over a grade crossing of a unpaved or badly paved dusty road.
