Residents are being warned that heavy rain could cause flooding and mud flows in San Diego County's mountain and desert communities. The San Diego County Department of Public Works is giving away free sandbags to people living in Julian and Borrego Springs.

This morning at 8:30 in El Cajon a bail review hearing is set for Sean Patrick Banks. He's accused of raping two women, one that he met through the dating web site Christian Mingle.

San Diego City Council is meeting at 10:00 AM and topping the agenda is setting a date for the special election. Now that Bob Filner has resigned the council needs to call a special election to elect a new mayor. The council is also going to talk about a program to keep San Diego’s Police Officers working at the San Diego's Police Department. SDPD loses officers to other departments because of better pay and benefits, they want to stop that.

Banning all single-use plastic bags is going to be the subject of a news conference this morning at 10:00 from Environmental leaders

Then at 1:00 this afternoon the Port of San Diego Board of Commissioners is going to meet about their climate plan.

And just before end of business today at 4:30 the Escondido City Council is going to swear in Craig Carter as Escondido Police Department's newest Chief.

Finally the San Diego Chargers are holding a special practice on board the USS Ronald Reagan this morning around 11:00.
