A short presentation prepared for the VAGA symposium, Making the Case, held at Tate Modern in September 2009. The audience was comprised of gallery and museum directors, commissioners, consultants and local government representatives.

The other presenters were: Jude Kelly (Artistic Director Southbank Centre), Samuel Jones (editor of recent Demos publication Expressive Lives), Lina Dzuverovic (Director Electra), Hilary Gresty (VAGA Director).
